Duplicate URL Handling

Two approaches are supported:
Plugin Approach (recommended): Uses the included Force Allow Duplicates plugin to create true duplicate URLs
URL Modification Approach (fallback): Adds timestamp parameters to make each URL technically unique while preserving functionality
