Annotations already declare destructiveHint=true and idempotentHint=true, and the description adds only the context of clearing sensitive data. It doesn't disclose additional behavioral traits such as permanence, error handling, or whether deletion is reversible, so transparency is adequate but not enhanced beyond annotations.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
