'Instant taste-only; Probe free' hints at cost/latency traits, but it is too cryptic to count as meaningful behavioral disclosure, so no more than a 3 is warranted.
Agents need to know what a tool does to the world before calling it. Descriptions should go beyond structured annotations to explain consequences.
